That's a email client related issue, not on MS Exchange side.
Which email client is used? In common you can right-click the email => "No SPAM"
I think I did not explain my self clear. every email send by a member of my organisation it automatically goes to the junk mail whether its Gmail or other organization's email. even if i click it as not spam the next email will go to spam as well.
so i assumed the problem is with our exchange.
