When using People API, some relevant contacts commonly used in Outlook are not being retrieved.
For example, when using my account (user1), People API does not return two members of my team which I frequently send email (user2 and user3), but returns other from the same team (user4 and user5). When using other accounts (user2 to user5), they can find all users including me (user1 to user5). It seems there is some problem with my account, which is not able to retrieve these two members. The authorization tokens of all 5 users were generated the same way, with People.Read permission set.
