I can confirm that you can run AKS and general purpose VMs on the same azure stack HCI. It’s a virtualization platform and the containers have their dedicated container host which is a VM. The only thing to call out is the maximum number of supported hosts running AKS which was increased to 8 with the November update.

Yes, AKS and general purpose VMs can co-exist on the same HCI cluster.
