Error when creating VM Scale Set with Public IP on Azure Stack Hub Dev Kit 2108

I get following error at creating VM Scale Set on Azure Stack Hub Dev Kit 2108:

The Public IP was defined on the Azure Load Balancer Config during the VM Scale Set Config:

Tried already to register the Preview feature like mentioned here:

https://github.com/Azure/azure-quickstart-templates/issues/3985

But this didn't work against the hub:

Any help or solution?

Don't have the ability to open a Ticket since it's only a Azure Hub Dev Lab Environment where this appeared...
I think it's a general issue in this case but i will maybe also try to create this with full admin rights in the default subscription to exclude a permission issue.

Thanks for responding back with details. Please try this with admin privileges and let us know if that solves the issue.
