Hi there,

Error 0xC004C003 occurs when a licensing code component tries to access a registry hive without proper access. The resulting access denied error causes the product key not to be extracted correctly.

You can try offline updates using a generic key. To activate with the Pro Product Key, you must first go offline using Airplane Mode in the Action Center, insert the default Generic Version key to change to Pro Version.

Then go back online and insert the Pro Product Key in Settings > Update & Security > Activation > Change Product Key to Activate.

Facing same issue. I tried using the Microsoft store app (digital license) to upgrade from Windows 11 Home single language to Pro on a new laptop and I got this 0xC004C003 error. I don't have the Pro product key to activate, so can you suggest how to fix it in case of upgrade using digital licensing.

Using this generic key I switch to Pro, after that shouldn't I switch to my purchased digital license, like LimitlessTechnology-2700 suggested in his answer, step 2 - activate by inserting the purchased Pro Product Key? If yes, how to do that in case of digital license upgrade using Microsoft store app.
