SysInternals Process explorer keeps submitting smss.exe for scanning at VirusTotal

There might be some kind of bug in Process Explorer or VirusTotal (not your issue) that triggers a full scan of be09b15c760cd37ccab1e227cf0ce829e8efb1c88840e14ed9e48cfcea1817ab every time Process Explorer is opened and sees it (smss.exe, pretty core to Windows) running.

This might have something to do with it being the odd process that's not started from C:\, but as \SystemRoot\System32\smss.exe
