Visual Studio Wpf Designer layout is buggy

Hello this problem is happening on both VS22 and VS19 with both .NET 6 and 5
here is a couple pics to see exactly what is going on

this pic shows WPF designer is overlapping whenever I use toolbox or even scroll up or down
this also happens on VS19
what is interesting is this in Visual studio installer

whenever I hover the mouse on any of these Developer news
this Visual bug happens
Please help me

Are your video drivers up to date and windows updates current?

According to https://docs.microsoft.com/en-us/answers/questions/630951/, try uninstalling, disabling or updating certain third-party products.
