Mouse cursor sticking to the border of app windows/not changing to resize cursor on borders

I've got a bit of a funky issue here.

A user has reported an issue where their mouse cursor will stick to the border of app windows and they will need to move the mouse until it detaches from the window. The cursor will also not change to the resize cursor option when on the app window borders.
The user has a Surface Pro 5 LTE and is running Windows 10.

I've changed the pointer speed/mouse settings and checked all the Ease Of Access settings I can think of. Uninstalled the mouse from Device Manager, tried a different mouse, updated the drivers/firmware of the Surface Pro, ran an SFC /scannow and DISM commands, checked if the device was in tablet mode, tested multiple USB ports, but nothing seems to work.
Last night I had the user disconnect everything from the device (USBs, power cables, etc) and shut it down to see if anything would happen with no power running to the device. This morning the issue is still present.

The strangest part is that when the user swaps to the trackpad, it works fine.

Am I blind? Is there a setting somewhere that causes this function?

Any help would be appreciated.

Does it happen in Clean Boot State?

Unfortunately, due to the system policies we have in place, we are unable to perform a clean boot to check this.
