Office 2019 stops working after a short while

Hi all,


We have a Windows 2016 server environment which runs fine.
I am installing Office 2019 on several servers. Which also work fine. However after a short while all Office applications stop working and give the Oops something went wrong.
When I check the event viewer, every time I start any office app the following entry appears in the event viewer.


Activation of app Microsoft.Windows.Cortana_cw5n1h2txyewy!CortanaUI failed with error: This app can't be activated by the Built-in Administrator. See the Microsoft-Windows-TWinUI/Operational log for additional information.


When checking the other logs:

The app Microsoft.Windows.Cortana_cw5n1h2txyewy!CortanaUI could not be activated for the Windows.BackgroundTasks contract because the current user is an Administrator with a full token. Only split token Administrators can activate apps.


Things I have tried

  • repair, which works for a very short while

  • Created new Office 2019 installation media

  • Tried different servers

  • Tried to install it as a local admin

  • user account control approval mode for the built-in administrator

Created new Office 2019 installation media

From an Office perspective, how did you install Office? For example, use ODT to run the configuration file (.xml), or other ways to install it?

In addition to Office 2019, are there any other software or system functions that encounter the same issue?

Please make sure your account have enough permission on folders under %AppData% path.

Besides, do you apply any GPO policy on this server, such as AppLocker?

Hi,

I used the ODT with the XML config file. (Setup.exe /configure xml.xml
No other software is having the same issues.
We don't use applocker in our environment

Will check the permissions!

Hello Jellekamma

You need to check the policies applying to this machines, specifically the "User Account Control: Use Admin Approval Mode for the built-in Administrator account" in the path: Computer Configuration>Windows Settings>Security Settings>Local Policies>Security Options

This option should never be in "Not Defined" for this situation. Try to Disable or Enable this policy and try again.

Ahh I fixed it, noticed that the "Microsoft Office Click-to-Run Service" got disabled by GPO.
So when installing the service was up and everything was fine, after applying GPO it got disabled and failed again. Same goes when repairing Office.

After disabling the GPO everything worked like a charm.
