How to Set Notification in File Server ->when there is a process of Creating / Modifying folders or AD Groups to receive a Mail

Hello Team

How to Set Notification in File Server ->when there is a process of Creating / Modifying folders or AD Groups , i should receive a mail and who as done this process. even if User end any changes we have to receive a mail

So is it possible to know to track few things?

Please guide me
