I already know the answer :) No, Intune can't do this.
But perhaps someone found a way to prevent the user from making calls to certain numbers. Perhaps some kind of application.
It looks like Knox plugin and Intune don't know how to do this. Knox can only do this if you use Samsung MDM.
Android 10 and 11, all devices, are Samsung.
There is still hope, please help if someone knows how to do this.
