Debian in H/A Environment on Azure

I am wanting to understand if anyone on this forum has deployed Debian in Azure running Freeswitch? I am looking to achieve automatic failover between an active and standby Freeswitch.

AWS do this but the app we run on freeswitch does for some reason not support this.
