Also subscription never end to load.

I am having the same issue. I have tried multiple regions on multiple browsers in incognito mode. Are there any updates on if this issue was resolved?
meanwhile a fix has been deployed by Microsoft. Maybe you could check if the issue is solved.

as long as the Subscription field doesn't load and show the subscription the validation will fail.
There was/is an issue with the Azure Portal which fails loading the subscription during the creation process of VMs a few days ago for different people.
I am not sure if this issue is fixed meanwhile.

Hey, thank you for the reply. Is there something that I can do about it? Or just wait for Azure fix it?

I think you have to wait until MS got this issue fixed.

That's correct--this is still an ongoing investigation. At this time we're still collecting information so providing Session IDs and describing your subscription type will be helpful but no action is needed. I will update the following thread once we've determined a cause:
