Language feature failing to download "CbsPackageServicingFailure2" Server 2019

Question

Hi, some servers in our environment are getting errors that they cant install Microsoft-Windows-LanguageFeatures-Handwriting-nb-no-Package. These events are filling up the event viewer (Windows Error reporting)

The servers get their patches through WSUS and does not have connection to the internet. How can I stop these events from happening? These servers do not need the handwriting feature.

I've tried renaming softwaredistribution folder, stopping and starting update service, disabling the "languagecomponentsinstaller" scheduled task. I cant find the package it mentions in dism /online /get-packages either, otherwise I could try to remove it from there.

Anyone else have experienced this? How can i stop Windows from wanting to install and update this feature?

How many windows server 2019 servers encountered this issue? Please try to apply the following group policy on the server 2019 to stop the servers downloading the feature on demand package from the Internet.

The Specify settings for optional component installation and component repair policy, located under Computer Configuration\Administrative Templates\System in the Group Policy Editor, can be used to specify alternate ways to acquire FOD packages, language packages, and content for corruption repair.

It seems that the server 2019 try to download the Microsoft-Windows-LanguageFeatures-Handwriting-nb-no-Package.cab file to install the Language Features. But the server could not connect to the Internet. Please try to apply the Specify settings for optional component installation and component repair on the server 2019 and run the gpupdate/force command on the CMD. Then restart the server. Last we could check whether the solution is helpful or not.

In most cases, is not anymore enough just to rename the SoftwareDistribution folder.

Cleanup the WinSxS folder: https://learn.microsoft.com/en-us/windows-hardware/manufacture/desktop/clean-up-the-winsxs-folder?view=windows-11

Additionally, you migh want to check the Language options GPOs applied to this machines, as they may try to download or update the Feature packs based on language policies. Language policies path:
Local Computer Policy > Computer Configuration > Administrative Templates > Control Panel > Regional and Language Options
