"The specified domain either does not exist or could not be contacted"

This all started when I decided to reset my PC due to it randomly shutting off during gaming.

After resetting my PC, another problem came up; instead of showing my User, the screen displayed "Administrator" or "Guest" like this:

It's keep giving me a message

Administrator

The specified domain either does not exist or could not be contacted.

In order to solve this issue, I googled everywhere, and most of them are giving me a solution using this one below

1.On the Windows sign-in screen, press and hold the Shift key while you select Power > Restart .

2.After your PC restarts to the Choose an option screen, select Troubleshoot > Advanced options > Startup Settings > Restart. You may be asked to enter your BitLocker recovery key.
3.After your PC restarts, you'll see a list of options. Select 4 or F4 to start your PC in safe mode. Or if you'll need to use the internet, select 5 or F5 for Safe Mode with Networking.

Once I press F4 or F5 on step 3, it doesn't lead me to somewhere else, but giving me this endless "please wait" screen, which exist around 10 minutes. Like this:

After that, nothing has been changed but came back to beginning point were giving me a message
