SCOM: Turned off network device is still healthy in SCOM

Hello scom community,

We observe a long time problem in our enviroment

We have the problem our snmp monitored network device is still healthy in scom although the connection has lost.
The affected device are turned off long time ago.

we can't explain how scom still got the connection to the switch to turn the snmp monitor as healthy.

if we ping to the IP it respond just the normally request timeout
