Windows dhcp server 2016 - option 82

My windows 2016 dhcp server is not replying back to DHCP discover request with option 82 . As you can see in attachment the dhcp server is receiving the discover request but not replying back with an offer.
It looks like the dhcp is unable to interpret this discover request with option 82
Is there a configuration that must be done on windows 2016 dhcp server in order to support option 82?
Note 1 : The dhcp server is working fine if I remove the option 82 in dhcp discover request sent to the server.
Note2: I am using cisco CSR1000V as dhcp relay agent

"192.168.164.10" is the dhcp server and 10.65.152.66 is the loopback interface on the cisco router used as source -interface for forwarding the dhcp requests.

I noticed that the windows dhcp server is still trying to use relay agent Ip address to determine which scope to use instead of using option 82 suboption 150: link selection. I found it by creating a scope that contains the relay agent ip address, the dhcp offered an ip address to the client in this scope.
