I'm trying to login into https://esi.microsoft.com/, but when I'm entering my working email address I received the error below:
Sorry, this email address is not eligible for the Enterprise Skills Initiative.
Can someone advise what are the requirements to have access to ESI?

That link does not work!!
I have the same issue, where it won't let me log in- except on mine there is no error message, it just sends me the verification email, then I input the code and it prompts me to log on again and sends me another email and so on over and over and over. Clicking that ESI support link also REQUIRES you to be logged in!!! So that ALSO sends me into that same loop.
Furthermore, I tired emailing that help address, "techskillssupport@microsoft.com" and it came back undeliverable! Unbelievable!

techskillssupport wasn't found at microsoft.com.
How is someone supposed to get assistance?
