Are you referring to Nested Virtualization?

Expanding on what @ricardosolisvillegas-4678 said, if you want to enable nested virtualization you'll want to follow the steps in the Enable Nested Virtualization doc and you'll also want to make sure that you are using a VM that is hyper-threaded and capable of running nested virtualization:
