Hello
If I have Azure Hybrid implementation and i have some of my applications migrated to Azure (IaaS) and these applications will not be published to internet and it will be accessed internal through Azure Site to Site VPN.
Question: Do i still need to Add DDOS for these Apps?

Basic DDOS protection is provided to virtual networks free of charge. I would say that if your applications are not public facing then paying the rather large fee (see below) for a standard tier DDOS plan is probably not needed.
