Looks like you are talking about the text highlighting feature because the pen tool is available to write text in the new MS Edge browser but the highlighting option is not available in the stable release.

At present, the text highlighting feature is available in the CAN, DEV, and BETA channels. In the future, it will be added to the stable release.

So if you want to use this feature then you can try to download and install one of the channel from CAN, DEV, and BETA.
You can install any of the CAN, DEV, and BETA along with the stable release. It will work side by side.

Add text to PDF is available in Beta version and it means you will see it in stable version in future.
You may try Beta version or wait for future updates when it becomes available in the stable release.
