Cannot access computer shared drive using IP by can use computer name.

I rebooted my workstation computer only to find that my mapped drive is disconnected. I try to reconnect using the "shared" computers IP address (\\10.2.203.110\Shared) but it will not connect. So while waiting for my workstation I went to another workstation and it is connected by way of the IP address. I went back to my workstation try the computers name (\\access\shared) and that will work. If I wait an hour or so the IP will start working. If I wait over night the computer name does not work but the IP will.

This just started after updating most of the workstations to v2002.

All workstations are Windows 10 v2002 with static ip's. (There are about 40 workstations)
The DNS server is Server 2008R2. (DHCP is handled by the server.)
The computer I am accessing is Windows 7 Pro with a static ip of "10.2.203.110" computer name of "access"
The drive mapping is done through Group Policies using the ip address.

All are up to date.

I have tried all the ipconfig stuff: flush, release, renew.
I have set the windows Update Peer 2 Peer to off. The SMB 1.0 client is checked, Network discovery is on.

What am I missing?

Sorry - it is Windows 10 v2004 not 2002.

Questions:

If all the machine have a static address, what is DHCP handing addresses to? Be sure that the computer named access does not have a lease

When you set machines to static are they given IP addresses or reserved in DHCP?

Steps to try
In DNS check that the (A) record name correlates to the IP and check that the PTR record IP match the host name

From a machine that can map the drive perform an NSLOOKUP on the IP and hostname then perform the same action on the one that does not work. If you have more than one DNS server look at the DNS server that is being used in the NSLOOKUP command. Check your network adapter settings where DNS Server is configured to make sure it is the same between both machines.

The DHCP does handle a few laptops that come and go.

I will try the NSLookup and report back.

I tried the NSLookUp on a workstation to the server and the results are odd.

NSLookup 10.2.203.1 (Server)
Server: Unkown
Address: 10.2.203.1
***Unknown can't find 10.2.203.1: Non-existent domain

Then I tried

NSLookUp D7S2Y7S1 (Server)
Server: Unkown
Address: 10.2.203.1
Name: D7S2Y7S1.DomainName.local

Can you please provide the specific error messages occurred? Is it the same as this picture?

The Error is:

Restoring Network Connections
An error occurred while reconnecting N: to \\access\private1
Microsoft Windows Network: The local device name is already is use.
This connection has not been restored.

I CAN get to the drive using the IP address: 10.2.203.110 but not the Computer's name: \\access. When I use the computer's name the error is:

Network Error
Windows cannot access \\access
Check the spelling of the name. Otherwise, there might be a problem with your network. To try to identify and resolve this problem, click Diagnose
Error code: 0x80070035
Network path not found.

In regards to your issue, here're my suggestions:

    Solution 1: Turn off the Antivirus and Firewall
    Solution 2: Check your Drive is Shared
    Solution 3: Try to Reinstall the Network Adapters as well as the hidden adapters
    Solution 4: Enable NetBIOS over TCP/IP
    Solution 5: Delete all Windows Credentials
    Solution 6: Change the Network Security Settings
    Solution 7: Utilize Windows Command Prompt
    Solution 8: Enable Network Discovery
    Solution 9: Add IPv4 protocol over TCP/IP
