kind is invalid. ASEv3 is not available in this location , Location Canada Central

I tried to create an App Service Environment V3 with the Pulumi but I received the below error. Also, I tried to create from the Azure portal and I received the same error.

 kind is invalid.  ASEv3 is not available in this location

Just for information, before that, I can create without a problem, and currently, I have two App Service Environment v3 in other my resource groups and all of them are in the Canada Central location.
