The enrollment groups that IoT Central uses are created automatically for you. You don't need to use the Azure portal - you can access IoT Central's enrollment groups from within the Azure Central UI - for example, see https://docs.microsoft.com/en-us/azure/iot-central/core/tutorial-connect-device?pivots=programming-language-python#get-connection-information
What advantages exist for using IoT Hub over IoT Central? We're interested in potentially linking to other Azure Service such as PowerBI & Data Queues. Would hub facilitate such links to other Azure services? We'd like to preserve the ability to update devices with deployment manifest JSONs that IoT Central offers.
You can link to other Azure services and PowerBI from IoT Central by using the data export feature.

This is something already implemented as part of Azure IoT Central (aPaaS)
