Creation Dedicated Host

After creation Host Group, i do the creation of a Host. In the choice of Family, i don't a available host in any region.
So is it a problem from Microsoft or my subscription?

It's very difficult for me to find a available host.
For the host, my need is 4 CPU, 32Gb RAM, 256 SSD ROM

As per your Dedicated Host compute resource requirement, I see this falls under Standard_DC4s_v3 SKU, reference dcv3-series. However, for a host that is going to host your VMs, you might need to reconsider the compute requirements.
The sizes and hardware types vary by region. Refer to the host pricing page to learn more.

Note:
Once a Dedicated host is provisoned, you can't change the size or type. If you need a different size of type, you will need to create a new host.

There is something called Quota that is assigned to each subscription for microsoft.compute provider which inturn is used while creating the hosts/VMs
There are two types of quota that are consumed when you deploy a dedicated host:
1. Dedicated host vCPU quota. The default quota limit is 3000 vCPUs, per region.-
2. VM size family quota. For example, a Pay-as-you-go subscription may only have a quota of 10 vCPUs available for the Dsv3 size series, in the East US region. To deploy a Dsv3 dedicated host, you would need to request a quota increase to at least 64 vCPUs before you can deploy the dedicated host.
To request a quota increase, create a support request in the Azure portal.

Dedicated host SKUs are typically large in size, you could refer to the pricing document for available SKUs here dedicated-host
The SKU types for dedicated hosts are categorized into Memory optimzied, GPU optimized, Storage optimized, GPU optimized SKUs, for details, refer to the following document dedicated-host-retirement

I think the issue you have is that you don't have sufficient quota in your subscription. please check the quota management blade in azure portal. If you dont have enough vCPU cores, please raise a request to increase from the same blade. Suggesting this assuming you have a pay as you go subscription.
