Can I use Azure Active Directory to manage user accounts (create, delete, change group memberships) on an Ubuntu Linux server and associated applications?

To understand your question, you want to use Azure AD to manage local accounts on the VM. In that case, Azure AD can't manage your VM local accounts, and you have to log into the server to manage the users/groups. But, if want Azure Active Directory (Azure AD) to manage SSH logins for Ubuntu virtual machines (VMs) on Azure then the answer is yes.
