Deep dive into C:\Windows\System32\spp\tokens\skus\ServerStandard\DefaultPpd-ServerStandard-ppdlic.xrm-ms and ServerStandard-ppdlic.xrm-ms

My test environment Server 2016 STD servers are unable to to install Cumulative updates since Dec of 2019. Similar to the post: https://www.sysnative.com/forums/threads/cumulative-updates-failing-since-june-server-2016-1607.26575/ I can delete the C:\Windows\System32\spp\tokens\skus\ServerStandard\ and the C:\Windows\System32\spp\tokens\skus\ServerWeb folders and the update takes, but there are issues after that with RDP and Printers. If I then restore the specific files that were not recreated ServerStandard\DefaultPpd-ServerStandard-ppdlic.xrm-ms and ServerStandard-ppdlic.xrm-ms then run another CU update then everything 'seems' fine after that. However that seems to be a really crazy fix. I've been through the CBS logs and see HRESULT c004f01f as the cause of the rollback initially coming from the CMIADAPTER.

Basically the question is it is safe to allow a CU to rebuild the files in these folders or is there a way to force a rebuild of these files outside of the update process to allow updates in the future to progress correctly?
