Scom agent version does not change

We currently have Scom agents with version 8.0.13053.0(update Rollup 1801)
When I upgrade the agent manually with (KB4133779) to 8.0.13067.0(Update Rollup 1807, the version number does not change in the properties of the agent.
I see in the registry that the component version is being adjusted, but not the product version..

Is this a bug or as design?

Are you elevating your credentials before installing the agent manually? Many times you can run an installer without 'runas admin' and it may complete successfully but still be incorrectly represented in the registry.
