We have a public portal with SharePoint 2016 On-Premise, and our customer and their system group want that this error disappear. We try this solution Disabling requests to WsaUpload.ashx (Customer Experience Improvement Program) (koskila.net)
But we don't have good results, and our customer wants a good solution "now". I read that is a bug, but I don't find anything at Microsoft Web.
What can we do?

According to my research and testing, please check the version of SPFx web part you are using. You need to use SPFx 1.1, it is for SharePoint 2016 On-Premise, if you use other version (e.g. SPFx 1.4.1), it will cause the error "WsaUpload.ashx 403 (Forbidden) ".
