Utilman.exe trick to change admin password not working..why?

Hello, we use cyber ark and a vm that was shut down for a couple week now needs to be turned back on but the local admin password changed while the vm was down so it didn't get updated. The server is also now out of the domain so I need to find a way to change the local admin password. I booted the vm with a 2016 install disk and chose repair and when I go to the cmd prompt I type bcdedit /set {bootmgr} displaybootmenu yes so I can see the old safe mode boot screen which will have an option to ignore the Early Launch anti-malware driver. I rename utilman.exe and copy cmd to utilman so when i click on ease of use it will run cmd. I get to the boot menu screen and choose Disable EArly Launch anti malware driver and when i get to login screen and click on ease of use nothing happens. Any idea why?

If you have any other way of getting in to this vm please let me know. I suppose we can build a new 2016 server and install sql and detach the data drives on the current vm and attach to the new vm?

We migrated this on prem server to Azure a month ago and I can access the azure version of this server. Can i use azure backup to take a backup of the azure vm but restore it in on prem vcenter?

    Can i use azure backup to take a backup of the azure vm but restore it in on prem vcenter?

    As mentioned, you can use StarWind V2V Converter to convert the VM to VMDK. In addition, you can directly convert an Azure VM to ESXi VM. Should help:
