KB5012596 -- Windows Update Contiually Asks for Restart

Server 2016 received an update package for KB5012596 (2022-04 Cumulative Update for Windows Server 2016 for x64-based Systems). The update appears to install, and Windows server requests a restart to finish installation. Upon restart, the update is still in the Windows Update Queue, and the server still requests restart to complete installation. I have tried running Windows Update troubleshooter, and I have tried deleting the Windows Update catalog files, but the update keeps downloading and getting into this installation/restart loop. Any ideas?

This is also happening to me, after restart, I can see the patch is failed all the time for this cumulative patch. !!!

Has anyone tried LimitlessTechnology-2700's suggestion please? I have a server that's suffering from the same issue.

No luck for me. I wound up doing a clean install to get rid of the problem.

There are some known issues with this update as you can read here:

The suggestion is to install some .Net framework KB packages:
