Whenever I tried to open a Word Doc on Sharepoint 2013 in Edge, if from a link, it asks 'Open this File', if from the document library, it asks 'the site is trying to open Word(desktop)"
i tried to change the settings in Site Collection features, library settings. None of them worked

Have you chekced the library settings where the link points to? Is that library settings set to open in client application?
What is the link like? Does it have the prefix like "ms-word:ofe|u|"? For more informtion, you could refer to:
