You can take the following steps:
Notes:Please make sure you have at least Edit permissions for both sites.
First, switch the library to modern experience through library settings---->advanced settings.
Then, select "move to".
Choose the destination library.Then click Move here.
Then the following result will appear.
Or if you want to keep the information in the original document library, you can choose to use "copy to", and then repeat the previous steps.
Notes:If you have too many files to migrate, don't migrate them all at once, as it will take a long time. It is recommended to migrate in batches.

In some cases, even after you change the list experience settings from library settings, you will still be getting the same UI. This is because of the browser cookies! I suggest you can take the following steps to troubleshoot this issue.
1. Simply clear your browser data and reload the page to fix the problem.
2. Try another browser and switch to modern experience.
3. Whether there are any web parts in the library , please make sure there is no web part.
Click gear ---->click Edit Page .
Then check whether a web part is used here. Delete all of them. Return to the page.
