Has anyone else seen an issue in Excel when you are trying to move data between cells (Repro Steps below)? All basic troubleshooting steps (disabled Addins, etc.) have been completed.

Click outline of highlighted data
Message appears that there is an issue with the clipboard and you can not copy data.

Such as how did you highlight the cell data, via changing the text color, using Conditional Format or others?
It seems that I can not reproduce your issue.

I was offline all weekend. We are doing simple drag drop on the worksheet.
"Left click a cell or left click and hold and drag cells.
Then left click(not in the corner) drag into another cell(s)."

Currently, it is difficult to say that this configuration file for Sysmon caused the problem. But please make sure there is no program that to monitors the clipboard.
If conditions permit, I would suggest you use commands to change the configuration to default settings, or uninstall Sysmon.
Besides, I also suggest you go to Windows Settings > System > Clipboard, then turn off Clipboard history and clear Clipboard Data.
