are you talking about Azure VMs?
Technically it should be possible to switch from E8as_v4 to D32as_v4.
Do you get any error messages when changing the VM SKU?
Just make sure you are not running in any quota limits. You can check the quotas in your subscription like this: https://docs.microsoft.com/en-us/azure/azure-portal/supportability/view-quotas
Increasing a quota is possible as well: https://docs.microsoft.com/en-us/azure/azure-portal/supportability/per-vm-quota-requests
Also you can check if the Dasv4 series is supported in your Azure region: https://azure.microsoft.com/en-us/global-infrastructure/services/?products=virtual-machines
