Recently one of my customers decided to retire 200TB Azure Backup Recovery vault (RV). The RV is GRS one with weekly, monthly and yearly retentions up to 10 years. Calculating the cost of a new RV is straight forward but how can I calculate the cost of the storage to which nothing will be added and it will gradually decrease in size?

You are well aware of RSV cost. However, wanted to calculate cost for an storage account that's data size would gradually decrease over a period of time.
Could you please tell us what type of storage account it is, type of data stored in it and how the data size will decrease over a period of time.
Would be glad to answer your question if you could provide more details about your scenario requirement and what are you trying to accomplish.

It is a GRS Recovery Services vault in West Europe. Cloud - GRS 363.20 TB out of which 200TB consumed by 2 to be decommissioned VMs. So the task is to estimate the cost of backup of those VMs in the next
10 years. Here are the retention details:
Backup Frequency: Daily
Instant Restore: Retain instant recovery snapshot(s) for 2 day(s)
Retention of daily backup point: Retain backup taken every day at 8:00 PM for 28 Day(s)
Retention of monthly backup point: Retain backup taken every month on First Sunday at 6:00 PM for 12 Month(s)
Retention of yearly backup point: Retain backup taken every year in January on First Sunday at 6:00 PM for 10 Year(s)
You will be billed on the storage consumed. So, ideally we will continue to charge you on the 200tb until you stop and delete the backup. Even if the recovery points continue to expire and get deleted the primary backup files won't get deleted until you stop and delete the backup.

We may not be able to go that granule, but what will certainly happen is the price will drop from x to x-y where x is today's cost....and y is the cost for delta changes.....and x-y will be the price for all the full copies.

If the total size is 200TB and let's say for argument's sake every week 10GB is deleted, still paying for 200TB doesn't make sense. This can not be right.
It should be the opposite of year-wise and month-wise estimates like on Excel one here https://aka.ms/AzureBackupDetailedEstimates
