My customer requires me to turn on location service. We use autopilot with ESP and do skip all user selections, and that's why it is disabled by default. But I can't turn it on. I tried these settings today with Settings Catalog. The Geolocation service is running, but:
@yannara, Based on my test on my win10 21H2 device, when I set the same policy as yours and assign it to the user group, I find the location service is forced to on.
To troubleshoot our issue, firstly, I would like to confirm if the policy is applied successfully on our device. Meanwhile, please check if there's any GPO configure location service assigned to this user.

Hello @Crystal-MSFT and thanks for your help. Settings are applied, and probably the only difference is that I am using Settings Catalog and you are using admx templates? :o
@yannara, , Thanks for the reply. I also set in Settings Catalog. Maybe you can restart the device to see if the result will be different.
@Crystal-MSFT bingo! I actually had allowed instead of forced, now I did the change to Forced and the service turned on. One mistery still left is, how to do this non-mandatory but allow to be set, but it is not such a big problem.
@yannara, , Thanks for the reply. I have change the location service to allowed. And after I restart twice. I find the "change" is not grey. And the default value has been changed to off. But we can change it to on manually. Here are the pictures for the reference:
You can sync the device, wait some time and restart once more to see if the result will be different.
