Customising the sensitivity labels and type of information on the data classification on SQL server 2019

Hi,
I have Microsoft SQL server , but I am with AWS cloud, I wonder can I still be able to customize my label and information type on the Data Classification feature on SQL server 2019 by exporting the information protection policy and edit this json file ? Or do I need to have Azure Cloud in order to customize it?

For example can I add/change the default setting on the sensitivity label by changing the 'display name' of the sensitivity label from "General" to "Private - PHI " on the exported information protection policy json file and then import this new file to set as the new setting , would this new information be shown on the data classification report on Microsoft SQL server 2019 even though I don't have the "Microsoft defender for cloud" installed as advised from the query [ https://learn.microsoft.com/en-us/answers/questions/486933/sql-server-2019-data-classification.html ] ? Is it possible to add a new 'Id' on the json file (see pic below) ?

What services and how much I need to pay in order to gain access to the customization feature on data classification on Microsoft sql server 2019 ?
