Customising the sensitivity labels and type of information on the data classification on SQL server 2019

Hi,
I have Microsoft SQL server , but I am with AWS cloud, I wonder can I still be able to customize my label and information type on the Data Classification feature on SQL server 2019 by exporting the information protection policy and edit this json file ? Or do I need to have Azure Cloud in order to customize it?

For example can I add/change the default setting on the sensitivity label by changing the 'display name' of the sensitivity label from "General" to "Private - PHI " on the exported information protection policy json file and then import this new file to set as the new setting , would this new information be shown on the data classification report on Microsoft SQL server 2019 even though I don't have the "Microsoft defender for cloud" installed as advised from the query [ https://docs.microsoft.com/en-us/answers/questions/486933/sql-server-2019-data-classification.html ] ? Is it possible to add a new 'Id' on the json file (see pic below) ?

What services and how much I need to pay in order to gain access to the customization feature on data classification on Microsoft sql server 2019 ?

It says the new version sql 2019 can avail of this exporting and importing of information protection policy service. So I wonder if it is possible to customize my label and information type on the Data Classification on SQL server 2019 by exporting the information protection policy and edit this json file and import this newly edited file back to the server ?
