"Could not find the Database Engine startup handle" error while installing SQL Server 2019 Express Edition

Hi,

Its been few days i'm trying to install SQL Server 2019 Express edition on my windows pc but it is getting failed due to the mentioned error. I tried some ways posted on the web like cleaning the previous installed traces from registry and changing Database Engine services as NT Authority\SYSTEM during installation but No luck.

There is no log file in C:\Program Files\Microsoft SQL Server\MSSQL15.MSSQLSERVER\MSSQL\Log

    SQLCOLLATION: Indic_General_90_CI_AS

    This is mysterious. You cannot have this collation as the server collation. (Because there is no code page, and this collation does not support varchar.)
    But I would not expect this collation to be selectable in the Setup wizard.

    If you want a server collation with support for the languages of India, I recommend Indic_General_100_CI_AS_SC_UTF8.

    Hi SrikanthDusa-9782,

    Welcome to Microsoft Q&A.
    Please also go to SQL Server Configuration Manager to check if the SQL Server service you installed exists. If it exists, please try to start the service and check if there are any error message in the SQL Server errorlog and windows event viewer application and system log.
    Please make sure TLS 1.0 is enabled.

    I have exactly the same problem. My laptop has Windows 11 Enterprise (10.0.22000), 11th i7 processor and 16gb ram. In my case I already had Sql server developer edition installed, but I uninstalled it a few days ago. When I reinstalled it, it gave me this error. I was told to do a fresh clean install and I have done it at least 5 times and every time I get the same error. I do not know what to do. In order to work I had to install a virtual machine and install the sql server there. I would appreciate if you help me to fix this error.
