As far as I know, there's no built-in feature available in Teams to specify a "homepage" for a meeting. Or do you mean you just want to share the image above with attendees when a meeting gets started? If this is the case, you can view the image on your side and use the "Share Content" option to show this page with all the attendees. Besides, you may also consider sending the image along with the Teams meeting invitation by scheduling the meeting from Outlook so that the participants can learn these instructions from the invitation message up front.

By the way, noticed that you've added the Teams development and graph tags as well, so are you actually looking for a development method to realize this? Feel free to let me know if I have misunderstood anything.

I was looking to send these instructions upfront. I believe my option would be to add this image as a logo in meeting settings under Teams admin center. What say!
