Hyper-v server time will not update

I have a Server 2019 server configured with Hyper-V and 2 virtual servers configured. One of the VMs is not synching its time and I cannot change this manually. The other I was able to have it change. I went through the steps of article of technet article https://support.microsoft.com/en-us/topic/29d91414-0000-0c4c-8374-f3788f8ec2ef with no success. I disabled Time Synchronization in the VM configuration and set an NTP server but again no success. Microsoft states that this is a problem and the article above was the workarround but did not work for me. Any ideas?

That was easy. Weird that it is allowed that way and not from Adjust Time Settings. Thank you
