server 2016 updates (KB5011570)

when i am trying to apply KB5012596, it keeps saying it is not applicable, than i tried to apply latest SSU, it is still showing the same error, not sure why, and how i can apply these updates?

Simply a trouble shooting step. What was the result?

it says hot fix is not recognise as external or internal command,

I have also tried replacing it with the kb number but same error
