I tried to follow the instructions listed at https://docs.microsoft.com/en-us/powershell/microsoftgraph/tutorial-entitlement-management?view=graph-powershell-1.0 but there are command listed, like "New-MgEntitlementManagementAccessPackageResourceRoleScope" which are not part of the SDK.
Does anyone have more up to date documentation on how to use the PowerShell Azure AD Identity Governance API?

That command is part of the Identity Governance powershell module.
Did you try loading that?
new-mgentitlementmanagementaccesspackageresourcerolescope
