Are you call the external user from Teams client?
Could you provide your license in your organization to us?

Here is the license we purchased
You could run the following command to check your dial out policy:
Get-CSOnlineDialOutPolicy -Identity Global

Is this license for Direct routing or calling plan?

Did you check if the users are assigned to TeamsAudioconferencingPolicy?
Or
Did you configured a custom policy?
