System.Private.CA connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond.

I have the above error while running the function app "Function1". I have not changed any settings. The code was working fine till recent times. I followed the below, debug steps:
1. FunctionApp is started and is listening.
2. Connection string in local.settings.json is fine.
3. publishing the web app has also been done multiple times.
The same error persists.

Hello @ShreelakshmiCR-5113 - Does your Functions App establish a connection to the webapp mentioned in the debug step 3 above? If so, could you share the snippet of the code for that?

Yes, the connection to the web app is set up.
I followed the following reference for my code.
https://github.com/davedoesdemos/CSVBlobToEventHub
Function1.cs has the same code given in the reference document.
local.settings.json has the following code: Connection strings are set up fine.

{
"IsEncrypted": false,
"Values": {
"AzureWebJobsStorage": "UseDevelopmentStorage=true",
"csvblobstore04": "",
"eventhubconnection04": "
**",
"FUNCTIONS_WORKER_RUNTIME": "dotnet"
}
}
host.json has the following code.
{
"version": "2.0",
"extensions": {
"eventHubs": {
"batchCheckpointFrequency": 5,
"eventProcessorOptions": {
"maxBatchSize": 256,
"prefetchCount": 512
}
}
}
}

I even tried creating a new event hub and tried to connect to the new event hub. It did not work too.
