Are you using O365 or on-prem exchange server?
Your scenario is just like a tenant to tenant migration, it is not possible to transfer licenses between tenants. You would normally have to cancel old subscription & then add new licenses to the new Tenant.

And please correct me if I have any misunderstanding about your issue.
