SCVMM 2022 error 413 when trying to add Host

Hi.
In SCVMM 2022 i try to add a host to VMM but it fails with error 413
"The files needed to install agent, version 10.22.1287.0, are missing from the Virtual Machine Manager server."
However, since this a new installation (yesterday) and the files ARE present (see image), im not sure how reliable this error message is.
I went and installed the agent manually on the target Server, but the error is still the same, it also doesnt matter wether i choose to reallocate the target to the VMM envioronment or not..
Any ideas?
edit: same thing happens when trying to upgrade the agent on existing Hosts allready in the VMM environment.

some additional info:previously this was a server 2019 with SCVMM 2019. I followed this MS guide to upgrade to 2022
https://learn.microsoft.com/en-us/system-center/vmm/upgrade-vmm?view=sc-vmm-2022#upgrade-the-vmm-sql-server-databaseDB was kept, server was upgraded to 2022, SCVMM 2019 was removed and 2022 was installed.
So far verything workes fine, apart from this issue. but upgrading agents and adding hosts is something i really need :D -

2022-04-29T06:23:11.917+00:00 i found this very old post with the same issue, but there is neither a VLAN set for the VMM machine, nor did setting everyone permissions on the agent folder make a difference.

I get error 680:
680
Timeout occurred while waiting for Sysprep to finish processing on the virtual machine.
Ensure you are using the version of Sysprep binaries that match with virtual machine's Windows version, and then try the operation again.
which also doesnt make a whole lot of sense since both, the SCVMM Server and the Server from which I want to create a template, were installed from the same iso and are patched up to date.
