If you are interested in reselling Azure services, you'll want to enroll in the Cloud Solution Provider (CSP) program. The CSP program offers different models (indirect and direct) and the process is a bit different for each model. I'm including a collection of links that should give you everything you need to get started:

You'll create a Microsoft Partner Network ID if you don't already have one and associate your MPN ID with your profile. After a verification process, you'll be able to enroll as an indirect reseller or a direct bill partner.
