I too have tried installing OpenShift cluster and do not see an option to choose the version. I have reached out to the internal teams to know what is the approach if someone wants to install a specific version.
I have also looked up at the OpenShift docs and found this approach here, please take a look in the interim.

I have checked internally and here by confirm that Azure only supports installation of the latest version of OpenShift on an ARO cluster. You might be able to do that on an OpenShift IaaS cluster as mentioned in the earlier comment.
