Permisssion statagy for migration

We have hudreds of sites planned to migrate from on premsise (2013) to online after two weeks.
The thing is we stuk at below 2 plans.

  1. Two days before migration we want to keep site collections in freeze ( all sites read only ) and then migrate to SharePoint online and revert back the old permissions after migration.

  2. Migrate the sites as it is with out setting read permissions and notify the users not to use the sites. ( in case if any Delta changes we will handle later)

Above two methods in our minds at present, Please let me know which approach is best method from above two and why it is better & how it is implemented ? as I need to explain to client and management.
Other than above two methods if you have any other suggestion Please let me know.

And if we set collection to read mode, what is the behavior of sub sites with unique permissions and sub sites with inherit permissions? ( site collection has sub sites and nested subsites)

Hi @sns1
There is an option in SPMT to select whether you want to preserve the permissions and inheritance:

However, to achieve it we need to make sure SharePoint On-Premises uses are available on Office 365. For more information, you could refer to:
https://sharegate.com/blog/migrate-to-office-365-part2

Then you could try to set the sites in read-only mode before migration, as the lack of accounts with Active Directory Synchronization, I cannot test it for you to tell whether it will work after migration. So for insurance, I would suggest you to take a look at the sites whether they are still in read-only mode after migrating to online.
